Provide and enable. The role of architects in post -war recovery

Sultan Barakat

    Inclusive Design Process

Sultan Barakat's article “Providing and Enabling: The Role of Architects in Postwar Reconstruction” analyzes the transformation of the role of the architect in the context of modern conflicts, where traditional large-scale reconstruction is losing its relevance. The author emphasizes the need to rethink the professional mission of the architect in the post-conflict context: from the executor of master plans to a mediator, facilitator and change agent capable of working with communities in difficult political and social conditions. He emphasizes that effective reconstruction is impossible without taking into account local identity, public participation, and an interdisciplinary approach, and that the architect must be flexible, empathetic, and capable of diplomacy.
The article is particularly relevant for Ukrainian architects, as it questions the usual notions of post-war reconstruction and proposes a new ethically grounded professional position focused on long-term sustainability, development, and peacebuilding.

Heritage as a Matter of Care, and Conservation as Caring for the Matter

Loes Veldpaus and Hanna Szemző

    users
    Socio-Cultural Aspects

In their article “Heritage as a Matter of Care, and Conservation as Caring for the Matter,” Loes Veldpaus and Hanna Szemző propose to rethink approaches to cultural heritage conservation through an ethics of care. They move away from the traditional model centered on “protection” and instead consider “care” as a practice encompassing the interrelationships between people, space, and the material environment. According to their approach, preservation is not just about protecting objects, but first and foremost about maintaining the connections, communities, and meanings embedded in space and architecture.
Using two European cases, the transformation of the Hof Prädikow estate in Germany and the renovation of a historic street in Sunderland (UK), the authors show how preservation can become a tool for social cohesion, restoring trust, participation, and justice.
This text is important for Ukrainian architects because it offers a different vision of heritage as a practice of caring that puts the community, the ethics of interaction, and social justice at the center. This is especially relevant in the context of postwar reconstruction.

Meeting the housing needs of military veterans: exploring collaboration and governance

Steve Rolfe & Isobel Anderson

    Architecture and Housing

In the article “Meeting the housing needs of military veterans: exploring collaboration and governance,” Steve Rolfe and Isobel Anderson analyze how voluntary partnerships between government agencies, veterans' organizations, and the third sector in the United Kingdom affect veterans' housing situations. The study shows that networked governance based on trust and common goals - without legislative coercion - can create effective support mechanisms. In particular, through local forums, one-stop centers, and special positions of navigators for veterans.
This text is valuable for Ukrainian architects, as it demonstrates how intersectoral cooperation can help solve the housing problems of vulnerable groups, including military veterans. This is especially relevant for Ukraine in the context of reintegration, decentralization, and the formation of a new housing policy, in which architects can and should participate not only as designers but also as participants in broader processes of change.

Safety and Security for Ukrainian planning and building. Recommendations for Ukraine

Albertas Tamashauskas, Fulco Treffers, Philipp Meuser, Jennifer Tobolla, Ruslan Antonenko

    Security badge
    Safety and Resilience

This article focuses on a comprehensive approach to ensuring safety and security in the process of urban reconstruction in war. The authors clearly distinguish between the concepts of “safety” and “security”, offering a holistic strategy for planning shelters, safe buildings, autonomous life support systems, evacuation systems, and communication. An important place is occupied by the analysis of the practices of other countries (Israel, Finland, Switzerland), as well as examples of Ukrainian cities that are already adapting to new challenges - from Kherson to Kharkiv.
This text forms the basis for a new professional approach in times of war, where the architect not only designs space but is also responsible for the safety of citizens in it. The article offers practical recommendations for integrating shelters into residential development, reducing the number of storeys, decentralizing infrastructure, taking into account the psycho-emotional state of residents, etc. For Ukrainian specialists, this is a tool for critical rethinking of the regulatory framework and implementation of new safety standards in urban planning.

State and city architects. The role of design leadership in fostering spatial quality and place-making culture

Joao Bento

    Inclusive Design Process

In the book "State and city architects. The role of design leadership in fostering spatial quality and place-making culture" by Joao Bento explores the role of state and city architects as leaders of spatial quality and place-making culture. The author analyzes how government architects can shape a new culture of public spatial design through a combination of "hard" (regulatory) and "soft" (persuasive, educational) tools. The focus is on the models of state and urban architects in European countries, institutional forms, design management tools, and the impact on the quality of the environment.
This text is relevant for Ukraine, as it offers realistic mechanisms for integrating spatial leadership into public administration, which is critical in the context of reconstruction. The experience of implementing the institute of state/city architect in European countries can serve as a guide for reforming the architectural policy system, improving the quality of the environment, and strengthening the role of the architect in shaping public space.

Guide for Recycling Concrete

Municipality of Roskilde, Denmark

    Green Transformation

The guide “Recycling of concrete” describes the experience of the municipality of Roskilde (Denmark) in implementing the principles of the circular economy through the practice of recycling concrete structures directly at the construction site. The document covers the full cycle - from dismantling to the production of new concrete from recycled material, including technical requirements, quality control methods, types of contracts, a CO₂-calculator for assessing environmental performance, and recommendations for tender procedures. A key emphasis is placed on the role of public procurers as agents of change, setting new standards for sustainable construction.
This guide will be useful for architects, engineers, municipalities and construction clients seeking to implement the principles of the circular economy, reduce their carbon footprint and create a new culture of responsible resource use, which is especially relevant for Ukraine in the context of post-war recovery and integration into European environmental standards.
