Draft law No. 5655, which was recently voted by the Verkhovna Rada of Ukraine, gives the green light to similar things. So I want to warn that power concentrated in the hands of a small group of people can lead to bad consequences in reconstruction. It is necessary to create a monitoring and control system, a body that will include representatives of all interested parties. Active citizens should be involved in reconstruction at different stages. It is necessary to treat citizens as partners – only this will help to avoid protests in the future."
