– "The scandalous moment in the rebuilding of Beirut was that it was given to one company. Draft law No. 5655, which was recently voted by the Verkhovna Rada of Ukraine, gives the green light to similar things. So I want to warn that power concentrated in the hands of a small group of people can lead to bad consequences in reconstruction. It is necessary to create a monitoring and control system, a body that will include representatives of all interested parties. Active citizens should be involved in reconstruction at different stages. It is necessary to treat citizens as partners – only this will help to avoid protests in the future."
