Rethinking Cities in Ukraine – capacity-building program for Ukrainian municipalities organised by Stockholm Business School, Stockholm University, and Ro3kvit Urban Coalition with financial support from the Swedish Institute - Public sector innovation program
“Rethinking Cities in Ukraine” is a practical-oriented capacity-building program for Ukrainian municipalities, that aims to support local-level officials and community leaders in Ukraine in a deeper understanding of the challenges of current and post-war strategic spatial development and to provide methodologies and tools to solve these tasks. The program is focused on the following thematic modules that will guide participants through the entire cycle of integrated spatial planning:● Spatial planning and reconstruction● Sustainable technologies● Participation and Inclusion● Finances, partnerships, and management
The program is organized by Stockholm Business School, Stockholm University, and Ro3kvit Urban Coalition, academic partner Ivan Franko National University of Lviv, with financial support from the Swedish Institute - Public sector innovation program.
6 months duration
From October 2023 to April 2024, with a Christmas break
The hybrid learning format
Online webinars, workshops, and consultations plus two three-day offline workshops in Lviv
Part-time involvement
The schedule includes weekly training with teams according to a pre-formed curriculum, as well as individual teamwork between meetings
Team participation
The participants have to cooperate within the same community in during- and post-war reconstruction projects
Adaptation of best practices to challenges on the ground
The combination of Ukrainian and foreign expertise through the teaching by practitioners with a deep understanding of the context
Learning by working on their own project in their community
The team works with its own challenges under the guidance of curators and invited experts
Results will be ready for implementation
The findings, project results and recommendations will be formed into road maps for the next steps
The trip to Stockholm at the end of the program

Curator: Zhenia Dulko, urban planner, manager and educator in the field of urban development. Her research interests are connected with post-war physical reconstruction actors and systems, professional planning evolution, and participatory community development.

Format: online seminar + offline workshop in Lviv in October 20-22, 2023 + project work + online team’s consultations + presentation of work with feedback
Curator: Mariya Smirova, architect and urban planner with a specialization in sustainable spatial development. She is an urban activist and researcher, who studies modern trends and challenges in spatial development with an understanding of the climate change impact on the environment and urban areas, as well as the implementation of solutions to mitigate the negative impacts of urbanization.
Questions that will be solved:● Spatial planning in Ukraine and its strategic dimension in the context of war and post-war reconstruction; international experience● Levels of strategic spatial planning and legislative framework● New planning challenges: climate change, use of scarce resources, population decline, etc● Strategic spatial planning cycle and tools
● Module 2: Sustainable technologies / 13.11.2023 – 15.12.2023

Format: online seminar + offline workshop in Lviv in January 19-21, 2024 + project work + online team’s consultations + presentation of work with feedbackCurator: Mariya Gryshenko, urban researcher and sociologist. She is an involved researcher at the Center for Urban Studies, an invited lecturer of KNUCA and an external expert on the participation of the analytical centre CEDOS.Questions that will be solved:● Participation as an important part of strategic spatial planning: Ukrainian and international practice● How to involve different stakeholders in the process of strategic spatial planning during martial law: approaches and practices● The role of civil society organizations in the reconstruction of the affected territories● Working with memory and trauma in urban space● Inclusive design and users engagement
● Module 4: Finances, partnerships, and management / 12.02.2024 – 15.03.2024
Format: 4 online seminars and workshops + 4 practices + presentation of work with feedback
Curator: Mykola Kostrytsia, an independent consultant on strategic planning and development in municipalities, is experienced in providing integrated urban planning (spatial and social-economic), municipal energy management systems, and managing projects with international and national partners.
Questions that will be solved:● Understanding the private sector as a partner● Understanding different stakeholders: government, civil society, business, donors/development cooperation, foundations, academia● How does partnership add value in the context of urban planning?● Attracting extra-budgetary funds for post-war reconstruction● Change-oriented public management.● Resource management and project management
● Trip to the International conference in Stockholm / 01.04.2024 – 08.04.2024

Learning outcomes
The participants will receive theoretical and practical support in their spatial planning challenges and:
● will gain a deep understanding of approaches and tools for strategic spatial planning in during- and post-war reconstruction projects;● will acquire the skills of analyzing the current situation and challenges and choosing relevant tools for their solution;● will be able to work with a complex and integrated approach to spatial planning projects, will have an understanding of the full cycle of work with such projects;● will gain insight into approaches to working with multidimensional projects that integrate urgent and strategic decisions;● will understand how to integrate the principles of sustainable development and inclusive approaches into spatial development projects;● will deal with the nuances of the legislation on post-war reconstruction and how to implement it regarding the interests of the local community;● will get the experience of teamwork on their own project under the supervision of a team of experts and feedback on their work from the professional community.
The results of the program for each team will be:
● An implementation plan for strategic spatial planning of the city, based on developed scenarios of recovery in the community● A pilot project proposal based on developed strategic priorities and goals● Presentation of the implementation plan and pilot project for Ukrainian stakeholders and international partners at the international conference in Stockholm
Who is this course for?
The program is designed for 4-5 teams working with reconstruction challenges in urban communities with a population of 40,000 to 300,000 residents from front-line regions and de-occupied territories (Kyiv, Chernihiv, Sumy, Kharkiv, Donetsk, Dnipropetrovsk, Zaporizhzhia, Kherson, Mykolaiv regions ). The teams selected for participation will have spatial and contextual similarities, as well as certain common challenge vectors, which will provide an opportunity to build a network of per-to-per support and sharing of experience.

The team should include 4-5 core members and may include 2-4 additional team members, who are interested to be a part of your projects

Ragnar Lund, director/ initiator Capacity Building Program "Rethinking Cities in Ukraine"
PhD, Stockholm Business School, Stockholm University, leads interdisciplinary courses in cultural management and urban development, these are organized in partnership with Swedish municipalities and civil society/cultural organizations, as well as Vinnova-funded project, PLATO, focusing on participatory placemaking tools. Ragnar conducted post-doctoral research at KTH-Royal Institute of Technology, Stockholm and was a visiting scholar at Harvard Business School. As the founder of Tertius AB, he specializes in funding and cultural projects, including corporate partnership and donor platform for the Royal Swedish Opera 6 years, the national project All Sweden Sings!, and organizing international and local conferences and events on culture and urban development.
Zhenia Dulko, program curator
As an urban planner, manager, and educator, Zhenia worked with well-known Ukrainian institutions such as Mykolaiv Development Agency, Kharkiv School of Architecture, non-profits Urban Reforms, and Urbanyna. Since 2021 Zhenia has been a Fulbright scholar doing her Master's in Urban Planning and Policy at the University of Illinois in Chicago. Her research interests are connected with post-war physical reconstruction actors and systems, professional planning evolution, and participatory community development. Currently, she is a Senior Research Associate at the American Planning Association.
Maria Smirnova, Module 1 curator
Maria Smirnova is an architect and an urban planner with a specialization in sustainable spatial development. She is an urban activist and researcher, who studies modern trends and challenges in spatial development with an understanding of the climate change impact on the environment and urban areas, as well as the implementation of solutions to mitigate the negative impacts of urbanization. With a background in architecture at the Odesa State Academy of Construction and Architecture, she graduated from several advanced programs, such as the CANactions School, where she studied the basics of integrated urban planning. She was a member of the research team in the project "Integrated Spatial Planning for Hromadas" with the support of U-LEAD in 2019. In 2023 she graduated from Central European University with a Master of Science degree in Natural Sciences and Policy. Currently, she works as an architect and planner at the Spatial Development Agency of Vinnytsia.
Mariya Gryshenko, Module 3 curator
Master of Sociology, researcher and practitioner in the field of urban studies, development of communities and territories, and practices of involvement in decision-making processes in the field of spatial and social development. Researcher at the NGO "Center for Urban Studies", co-founder of the Bureau of Participatory Planning "Cité", associate researcher of the "Center of Urban History of Lviv", invited lecturer at KNUCA, invited expert at the analytical centre Cedos in the project “Leave no one behind: public participation for hromadas` recovery planning”.
Mykola Kostrytsya, Module 4 curator
Mykola Kostrytsya has a long experience in providing integrated urban planning (spatial and social-economic), municipal energy management systems, managing projects with international (GIZ, SECO, KFW, Covenant of Mayors, etc.) and national partners (Association “Energy Efficient Cities of Ukraine” (EECU), All-Ukrainian Association of Local Governments “Association of Ukrainian Cities”, etc.). He has 7 years of experience in city management and more than 15 years of experience as a senior lecturer in training and seminars, sharing his knowledge in the field of project management, municipal management, and energy efficiency. Under his leadership, as director of the Economic Development Department of Zhytomyr City Council (2016-2021), more than 15 projects were developed for over 85 mln euros of international technical and financial assistance.
