SUN4Ukraine Capacity Building Programme Coordinator / Facilitator (part-time) 

Start: ASAP, end – approx Feb 2028 (active phase – until end of 2027)
We are looking for a motivated professional to support the implementation of the Capacity Building Programme within the SUN4Ukraine project, working with 12 Ukrainian Flagship Municipalities on the development of Climate Neutrality Plans (CNPs).
This is a part-time role (approx. 40–50%), combining coordination, facilitation, and learning support within an international partnership.
1. Training coordination (shared responsibility)The role involves co-organising online and in-person training sessions as part of the SUN4Ukraine Capacity Building Programme, in close collaboration with international and Ukrainian partners of the consortium. This includes planning sessions with trainers and speakers, coordinating logistics (interpretation, materials, recordings, platforms), and ensuring smooth delivery. Responsibilities are shared with activity leaders - Energy Cities.
2. Facilitation, participant support & learning continuityThe person will co-facilitate training sessions, support interactive elements (discussions, group work, exercises), and help maintain participant engagement. This also includes follow-up activities (sharing materials, communication, supporting assignments) and contributing to the continuity of the learning process, for example helping municipalities connect sessions in the full picture of CNPs progress and their particular tasks, reflect on key takeaways, and apply insights to their ongoing development of CNPs.
3. Working with Flagship MunicipalitiesThe role requires a general understanding of how municipalities operate (team structures, roles, coordination challenges) or a strong interest in learning this quickly. The focus is on supporting municipal teams (middle-management level) in applying programme content in practice, taking into account real constraints and the Ukrainian context.
4. Interest in climate neutrality & integrated approachWe are looking for someone interested in climate neutrality, urban development, and recovery processes, with motivation to work across different dimensions as technical solutions, governance, stakeholder engagement, and financing. Deep expertise is not required, but systems thinking and willingness to engage with complex, interdisciplinary topics are important.
5. Contribution to cross-work package coordinationThe role includes supporting alignment between the Capacity Building Programme and other project components, particularly the technical assistance, needs assessment, communications and other. This may involve contributing to the synchronisation of content, providing input to related activities, and supporting the integration of learning outputs into the broader CNP development process.
RequirementsMust have:● 1–3 years of experience in project coordination, training/event support, or facilitation, including organising or supporting workshops and training sessions (online and/or offline)● Strong organisational and communication skills● Ability to facilitate discussions and support interactive group work (even at a basic level)● Proactive attitude and ability to work in a structured yet flexible, multi-partner environment● Good command of English and Ukrainian (written and spoken)● Interest in working with municipalities, public sector, or urban development topics
Nice to have:● Experience working with municipalities, public administration, or international projects● Familiarity with topics such as climate neutrality, sustainable urban development, or energy transition● Experience with learning programmes, capacity building, or educational formats● Understanding of governance processes or stakeholder engagement● Experience working in international, multi-partner environments

About SUN4Ukraine and the role of Ro3kvitSUN4Ukraine is a multi-partner initiative supporting Ukrainian municipalities in developing Climate Neutrality Plans (CNPs), following the NetZeroCities approach and contributing to long-term, climate-neutral recovery. Ro3kvit is co-leading Work Package 3 (Capacity Building), with a role that spans both the design and implementation of the Capacity Building Programme, as well as contribution to other work packages. The programme is designed to support municipalities throughout the CNP development process, ensuring that learning is directly connected to practice. A key objective is to link all training activities to the logic of the Climate Neutrality Plan as an integrated framework — combining action planning, portfolio development, stakeholder engagement, financing, and governance into a coherent process.
The project is built on a strong international partnership and offers an opportunity to engage deeply with the topic of climate neutrality, while learning from organisations with extensive experience in NetZeroCities and direct work with Mission Cities. It provides exposure to diverse approaches, practical tools, and real-life implementation processes across different European contexts.
